It is not routinely used to kill, only as incendiary device to destroy weapons munitions etc. They do say that they will use it when smoke will not work to flush combatants from their positions and then use the HE (high explosive) gernades to end the engagement. More traditional chemical weapons are used to mame and kill on a staggaringly high level and MY opinion is that the WP does not fall into this category. It is more a tool than a weapon, though if one had to, you could use it that way. Any weapon that kills is a tragedy, but comparing WP to VX gas or Blister Agent is a bit of a stretch. One has the capacity to kill a few, the other tens of thousands. I took NBC (Nuclear, Biological, and Chemical) training courses when I was in and the two just cannot be compared. It's the WAY that their using it that's at issue here. Still, no, it's not like they used VX.
